For me, it's pure tickling the soles. I can never get enough foot tickling. Somehow, I think tickling on the feet has a bit of a different sensation, than tickling elsewhere. Do I love feet in a sexual context? Yup, you bet. I love tickling, licking, nibbling, and sucking them. Do I want my partner to indulge me in that respect? Of course.

If we define fetish, though, as the condition of requiring some object to be present in order to complete the sexual act (or even to make sex "good", in the broader context) then no, I don't have a strict fetish. I love many, many parts of the female body. It's the most beautiul thing going!!

Could I have a long-term partner who was anti-feet? Probably not.
