There is no specific rule against posting the artwork of other artists, whether artists in the community or artists outside of it, although here community artists are the prime examples. Some of them, Celtic_Emperor being one, strongly request that permissions be asked before posting their work, no matter the reason for the posting. Others are more ambivalent; still others don't care much either way. It is my suggestion that permission be asked first; it is common courtesy and assuages all concerns. There is the unofficial rule, as TKForce noted, that no one may post another's artwork and attempt to pass it off as their own; that is unacceptable and will result in consequences. As TKForce said, that is not the case here. So I don't have a definitive answer beyond saying that what he's doing isn't against any particular TMF rule; what it may well be violating are the wishes of the artists concerned.
